”Effectively” meeting disaster 2

55786703Typically, as a phase four organization, they are having a hard time dealing with everyday management problems. Recently there were frequent complaints from train drivers and conductors about the functioning of the special service for calamity management. The department was difficult to reach, and slow to react. Following these complaints, a directive has been issued from top management to all personnel on the trains, ordering them to wait 15 minutes after a calamity has occurred. Only after waiting 15 minutes are they allowed to contact the special service for calamity management. The directors state that this will definitely alleviate the problems, and result in better use of available personnel and material.

Personnel and unions have protested the directive.
